Tech Transfer - Moving Product and Process Knowledge Between Sites

A technology transfer moves product and process knowledge from a sending unit, such as development or an existing manufacturing site, to a receiving unit responsible for future commercial production. Success is measured not by completing the transfer activities but by the receiving site's demonstrated ability to reliably reproduce the product to the same quality standard, supported by a documented knowledge base under ICH Q10's Pharmaceutical Quality System. This map details the pathway from planning through knowledge transfer, validation, and ongoing verification.

Development to Manufacturing

Scale-up transfer from R&D or pilot scale into commercial manufacturing for the first time.

Driver: First commercialization

Site-to-Site Transfer

Established commercial product moved from one manufacturing site to another within the same company.

Driver: Network or capacity strategy

Contract Manufacturing Transfer

Product transferred to or from a contract manufacturing organization, adding a new legal quality relationship.

Driver: Outsourcing strategy

Product Lifecycle Transfer

Post-approval transfer driven by supply resilience, cost, or site rationalization for an established product.

Driver: Supply chain resilience
Phase 1
Transfer Planning and Gap Assessment
1Initiate the technology transfer request
Transfer initiated with a defined business driver, scope, product, and target receiving site identified upfront.
Internal SOP
↓
2Assemble the transfer team
Cross-functional team assembled spanning both the sending and receiving units, with clearly assigned responsibilities.
Internal SOP
↓
3Conduct a gap assessment
Facilities, equipment, utilities, and personnel capability at the receiving site assessed against the sending site's requirements.
ICH Q10
↓
4Develop the technology transfer plan and protocol
Formal plan and protocol developed defining scope, acceptance criteria, timeline, and roles for the entire transfer.
WHO TRS 961 Annex 7
Phase 2
Knowledge Transfer and Documentation
5Transfer product and process knowledge
Development reports, process understanding, specifications, and critical quality attributes transferred to the receiving site.
ICH Q10
↓
6Transfer and validate analytical methods
Analytical methods transferred to the receiving laboratory and demonstrated equivalent through a formal method transfer study.
Method Validation Guidance
↓
7Transfer or qualify equipment and facilities
Equipment and facilities at the receiving site prepared, with any gaps identified in Phase 1 formally closed.
EU GMP Chapter 7
↓
Does the receiving site require new equipment qualification?
YES → Complete IQ/OQ/PQ first NO → Proceed to engineering runs
Phase 3
Execution and Validation
8Conduct engineering or trial runs
Non-validation trial batches run at the receiving site to confirm process understanding before formal validation begins.
Process Validation Guidance
↓
9Execute process validation batches
Formal process validation batches manufactured at the receiving site per the approved validation protocol.
FDA Process Validation Guidance
↓
10Compare results against sending site data
Receiving site results formally compared against the sending site's historical data to confirm comparability.
Internal SOP
Phase 4
Approval and Ongoing Verification
11Compile the technology transfer report
Final report documenting the gap assessment, knowledge transferred, validation results, and comparability conclusion.
WHO TRS 961 Annex 7
↓
12Obtain quality and regulatory approval
Transfer report and validation data reviewed and approved by quality, with regulatory filing updated where required.
ICH Q10
↓
13Conduct post-transfer monitoring
Ongoing verification continues into routine commercial production, confirming the process remains in a state of control.
ICH Q10 / Stage 3
Tech Transfer Trigger Types (Overview)

Development to Manufacturing

The first transfer of a product from development into a commercial manufacturing environment.

First Commercialization

Site-to-Site Transfer

An established product moved between manufacturing sites within the same organization.

Internal Network Move

Contract Manufacturing Transfer

Transfer to or from a CMO, introducing a distinct quality agreement and oversight relationship.

Outsourcing Relationship

Transfer Readiness Criteria (Overview)

Facility and equipment equivalency Receiving site facilities and equipment demonstrated equivalent or adequately bridged to the sending site's requirements.
Analytical method transferability Test methods demonstrated to perform equivalently in the receiving laboratory before release testing relies on them.
Personnel training and competency Receiving site personnel trained and demonstrated competent in the transferred process before validation begins.
Readiness drives the go/no-go decision Validation batches proceed only once every readiness criterion has been formally confirmed and documented.

Key Transfer Outputs (Overview)

Technology transfer report Comprehensive record documenting the complete transfer, from gap assessment through validation comparability.
Comparability assessment Formal conclusion on whether the receiving site's product is equivalent to the sending site's historical product.
Process validation batch data Validation batch results demonstrating the receiving site can reliably reproduce the product at commercial scale.
Quality and regulatory approval Formal sign-off enabling commercial production and distribution from the receiving site.

Tech Transfer Quality Elements

Gap Assessment Thoroughness Facility, equipment, and capability gaps identified comprehensively before the transfer plan is finalized.
Knowledge Documentation Completeness Product and process knowledge transferred in complete, well-organized documentation rather than informal communication.
Analytical Method Transfer Success Methods demonstrated equivalent at the receiving laboratory through a formal, predefined transfer protocol.
Equipment Qualification Rigor New or bridged equipment qualified to the same standard as the sending site before validation batches proceed.
Cross-Site Communication Sending and receiving site teams maintain active, structured communication throughout the transfer.
Validation Batch Comparability Receiving site validation results formally compared and shown equivalent to the sending site's historical performance.
Regulatory Filing Alignment Regulatory filings updated to reflect the new manufacturing site ahead of or alongside commercial production.
Post-Transfer Monitoring Continuity Continued process verification maintained after transfer to confirm the process remains in a validated state.

Never do this

Begin validation batches before the gap assessment and readiness criteria are formally closed. Rely on informal knowledge transfer instead of complete documentation. Treat analytical method transfer as automatic without a formal equivalency study. Consider the transfer complete without a documented comparability conclusion.

Tech transfer vs process validation

Technology transfer is the broader activity of moving product and process knowledge and capability to a new site. Process validation is one component within it, the formal demonstration that the receiving site's process reliably produces conforming product, but transfer also includes knowledge, methods, and equipment readiness.

Site-to-site vs development transfer

A development-to-manufacturing transfer establishes a commercial process for the first time, often with less mature process knowledge. A site-to-site transfer moves an already validated commercial process, so the emphasis shifts toward demonstrating equivalency rather than establishing the process itself.
